In August 2019, Contra Costa Health Services (CCHS) reminded citizens of their role in preventing and reducing overdose deaths in the community caused by the national opioid epidemic. According to CCHS, while data does not show exactly why there was an increase in overdose deaths in 2018, tells that opioid misuse continues to be a serious problem in the community.

The country has launched several measures, including expanding access to residential substance use treatment and outpatient treatment and promoting the use of naloxone, an anti-overdose drug.
